You can set an upper limit on how many pieces can be in a single order. Once set your staff members will be prevented from adding more items to an order if it means it will go over the pieces limit.
To Enable the Pieces Limit
Go to the Settings > Admin > Workflow > General Settings
Enter the maximum number into the "Maximum Pieces per Order" box
Press the blue Update button below
